Paducah man with numerous arrest warrants facing theft, other charges

PADUCAH, Ky. (KBSI) – A Paducah man faces theft and other charges after police responded to a business for a report of a stolen license plate.
Francisco Starks, 47, faces charges of theft of a motor vehicle registration plate, receiving stolen property under $10,000, possession of an open alcoholic container in a vehicle and operating on a
suspended operator’s license.
Police say Starks has a lengthy criminal history.
Police arrested him on Friday, July 19 after they say they found him in possession of a stolen vehicle and a stolen registration plate.
Officer Seth Farthing responded to a local business in the 1500 block of Irvin Cobb Drive on July 18 for a report of a stolen license plate.
In reviewing the video footage, Officer Farthing identified the suspect as Francisco Starks.
He also saw Starks exit a white SUV and take the registration plate from the victim’s vehicle.
Paducah police officers found Starks sitting in the driver’s seat of a white SUV on North 11th Street on July 19.
They say he had an open beer can in the vehicle and was found to have numerous arrest warrants.
Further investigation led officers to discover the white SUV was reported stolen in Tennessee.
Starks has an extensive criminal history that includes theft, receiving stolen property and felon in possession of a handgun.
He was takent to the McCracken County Jail.
