CAPE GIRARDEAU, Mo., (KBSI) — The Cape Girardeau Police Department has launched the Blue Envelope Program, a new initiative designed to improve communication between first responders and individuals with special needs.

The program, which has been adopted in states including California, Massachusetts and New Jersey, is intended to make interactions safer and more effective whether they occur on the road, at home, work or school.

Participants receive a free blue envelope, stickers and other items to keep in an easily accessible place, such as a car or home. The envelope contains important details including the individual’s specific needs, emergency contacts and communication tips to help guide first responders. Stickers placed on windows serve as a clear signal that someone in the residence has special needs.

Cape Girardeau police have partnered with local organizations such as the SEMO Alliance for Disability Independence, Catholic Charities of Southern Missouri, Grace Reliant Health Services and The Tailor Institute to ensure the program reflects the needs of the community. Partner agencies will handle distribution of program materials.

For more information, residents can contact the Cape Girardeau Police Department’s Co-Responder Unit at 573-335-6621 ext. 1033 or email cru@cityofcape.org
