Blue Envelope Initiative works to remove communication barriers between citizen’s and first responders

Blue Envelope Program

CAPE GIRARDEAU, Mo. (KBSI) – The Blue Envelope Program officially started in Cape County beginning with a kickoff that received support from the community, first responders, and state officials on October 21, 2025.

Cape County is the first county in Missouri to have the program tailored to all ages and all first responders.

Dr. Shannon is a Co-Responder for the Cape Girardeau Police Department he shares through the program those who suffer with any form of communication barrier can fill out the envelope and keep it in their vehicle. Whether it be autism, dementia, severe anxiety, language barrier, or more the envelope can be filled out to fit that specific individuals’ needs for any age.

Shannon explains they even go further than just the envelope. Blue Envelope magnets can be used on homes for emergency situations, and even blue envelope seatbelt covers can be used for children or passengers with a communication need.  

“So that includes law enforcement, fire, EMS, and E.R. Staff” says Shannon. “We know that seconds save live and the importance of that is right from the beginning. All of us who come in contact with a person that may need extra support with communication, a symbol like the blue envelope gives that seconds of when we can ask a better question, maybe ask their preference in how they communicate or if they’re nonverbal, who may we contact, which is also on that blue envelope that they can give us. 

Shannon explains that schools, and Cape County first responders have been trained on the use of the program. There are four locations in Cape Girardeau that blue envelope essentials can be picked up at and trained individuals there will help fill out the information tailored to the exact communication barrier. 

Shannon shares the program is about awareness, compassion, and safety. 

When people see people like me and others in uniforms, you kind of get anxious. I mean, it’s a normal response. When a person has done nothing incorrect or wrong or those types of things, it can truly be just a normal reaction and so we’re all trained to be suspicious when people, are like that” says Shannon. “And that doesn’t necessarily mean that something should go awry. So when a person has difficulty communicating, now they can show us a symbol, a simple symbol, so it tells us that we can ask a better question. 

Through the Blue Envelope Program individuals with disabilities or other communication difficulties can be better understood and it removes barriers for both them and first responders during emergency situations or traffic stops. Allowing for more time and understanding through the situation.
