Cape Girardeau Council approves water rate increase for November

CAPE GIRARDEAU, Mo., (KBSI) — The Cape Girardeau City Council voted Monday to raise water rates by 10% starting in the November billing cycle, aligning with a charter amendment voters approved Aug. 5 that allows annual utility fee increases up to 15%.

City staff reported the increase will support upgrades at the Cape Rock Water Treatment Plant and extensive replacements of aging water mains across the municipal system. Under the plan, the increase comes after a 5% raise earlier in July, reaching the full 15% annual cap authorized by voters.

During Monday’s meeting, officials explained the city’s source water had shifted from river to well over a decade ago, resulting in more challenging treatment requirements and an increased potential for main breaks and boil-water advisories.

The first reading of the ordinance passed unanimously, though individual roll-call votes were not recorded. A required second reading will follow before the measure becomes final.

Average monthly bills for many customers are projected to increase just a few dollars. According to staff, an average household using 5,000 gallons could see a typical increase of around $4.71 under the full 15% cap.

The city’s current water affordability index stands at 0.76% of median household income, below the national standard of 1.0%. Officials say raising rates will help qualify Cape Girardeau for state and federal infrastructure grants.
