Cape Girardeau to host Blue Envelope Program kickoff ceremony Oct. 21

CAPE GIRARDEAU, Mo., (KBSI) — A ceremony will be held Oct. 21 to mark the kickoff of the Blue Envelope Program, an initiative aimed at improving communication between first responders and individuals with special needs.

City officials said the program is expected to benefit Cape Girardeau and surrounding communities.
