Former Sikeston officer convicted on money laundering, theft and forgery charges

POPLAR BLUFF, Mo., (KBSI) — A former law enforcement officer from Sikeston has been convicted of multiple felony charges, including money laundering, stealing and forgery, following a guilty plea, according to a special prosecutor.

Special Prosecuting Attorney Ryan Dicus said Carl Rose, 38, of Sikeston pleaded guilty after a change of venue from Scott County. Rose is a former officer with the Sikeston Department of Public Safety and the Scott County Sheriff’s Office.

Before Circuit Judge Kacey L. Proctor, Rose pleaded guilty to one count of Class B felony money laundering, two counts of Class D felony stealing and one count of Class D felony forgery. He was sentenced to 13 years in the Missouri Department of Corrections for money laundering and seven years on each of the remaining counts. All sentences were ordered to run concurrently.

As part of the plea agreement, remaining charges were dismissed. The court suspended execution of the sentence and placed Rose on five years of supervised probation.

As a condition of the plea, Rose was required to surrender his Missouri Peace Officer Standards and Training license, permanently barring him from future employment in law enforcement. He was also ordered to pay nearly $460,000 in restitution to the victims.

“As a former police officer from a law enforcement family, I know the responsibility that comes with the badge,” Dicus said. “When someone abuses that authority for personal gain, it damages public trust and demands serious consequences.”

Dicus said the resolution was reached to maximize restitution to the victims while permanently removing Rose from law enforcement.

The investigation involved the Sikeston Department of Public Safety and the Scott County Sheriff’s Office, and Dicus said it reflects the professionalism of both agencies.
