Kentucky law creates concealed carry license option for 18- to 20-year-olds

FRANKFORT, Ky. (KBSI) — A new Kentucky law will allow adults between the ages of 18 and 20 to apply for a provisional concealed carry license.

House Bill 312, which was signed into law on April 14, authorizes the Kentucky State Police to issue provisional licenses to eligible applicants ages 18 through 20 to carry concealed firearms and other deadly weapons.

According to the legislation, the law creates two license types: a provisional license for eligible 18- to 20-year-olds and a standard license for applicants 21 and older.

The Kentucky State Police will notify provisional license holders before their license expires and provide instructions on how to apply for a standard license. Applications may be submitted through a county sheriff’s office or online through the Kentucky State Police.

The law also allows eligible provisional license holders to transition to a standard concealed carry license without repeating firearms training. However, a standard license does not become valid until the license holder turns 21.

The legislation authorizes the Kentucky State Police to adopt administrative regulations to implement the new licensing process.
