Organizations warn proposed budget cuts would impact vulnerable Missourians

MISSOURI(KBSI) – The Missouri Governor has announced his proposed budget plan for 2027. Under the proposal is a $80.7 million dollar funding cut to services for developmentally disabled individuals.
Providers say this is more than just numbers on a spreadsheet but would have lasting impacts on crucial services and families could be left to make hard decisions.
According to the 2027 budget plan Missouri Governor Mike Kehoe has recommended cuts for two programs that serve the developmentally disabled community. Day habilitation services and self-directed services such as family caregivers could both see modest cuts if the proposal was passed, with an over 33% cut to funding. These programs serve individuals with autism, The Partnership for Hope Program, state operated habilitation centers, support and target case management services.
Raquel Dannenmueller is the Director of Special needs services for SADI (SEMO Alliance for Disability Independence) a community-based center for independent living services for disabled individuals.
She shares that these programs are crucial to the most vulnerable and many families heavily rely on them for support and assistance.
“A lot of these individuals do not get the chance to go to, say, the movies. They don’t get to go bowling all the time. They don’t get to, you know, be around their peers even if they’re at home every single day. They’re sitting by themselves. Maybe, possibly mom or dad had to quit their job” says Dannenmueller.
Donna Thompson is the Executive Director of SADI. She shares that pay cuts could lead to more staffing issues, currently the center works on a 6 to 1 ration, lowering that number could mean more safety risks for both staff and individuals.
“I would invite the legislators, (and we have) to come into our center so they can see what the day services really offer to individuals and families and ask them if that was a family member of theirs, would they want them home alone, or would they want them receiving quality care?” says Thompson.
Thompson saying these services are a lifeline for families and developmentally disabled individuals, she encourages community members to speak out.
“Contact your legislators and tell them that we do not want cuts to the services and also there is a hearing tomorrow on the budget and they will discuss this. So, reach out” says Thompson.
