Police: Non-compliant sex offender arrested in Paducah

PADUCAH, Ky. (KBSI) – A Paducah man charged in a warrant with failing to comply with the state Sex Offender Registry was arrested Wednesday at a motel.
A man who Paducah police asked for the public’s help finding a man accused of failing to comply with the state Sex Offender Registry.
Roy Charles Osborne, 33, of Paducah, was arrested at a southside motel after a caller reported he was there to police.
He is charged in a warrant with failing to comply with the state Sex Offender Registry.
This is the fifth time Osborne has been charged with noncompliance. He was convicted of third-degree sexual abuse of a young teenager in West Virginia and moved to Paducah several years ago.
He was charged with non-compliance in Boyd County, Ky. in 2010, 2012 and 2016.
Paducah police Det. Chelsee Breakfield charged him with failing to comply in 2019 and he was sentenced to 25 months incarceration, according to the Paducah Police Department.
Breakfield determined that Osborne no longer is living at his registered address on Old Mayfield Road. He has not reported his new address to the sex offender registry.
