Police: 1 arrested, 2 other cited after fireworks shot out of vehicle at marked police cruiser

PADUCAH, Ky. (KBSI) – One person was arrested and two others cited on charges after police say fireworks were shot out of a car at a police cruiser.

Draven R. Phillips, 21, of Ohio Street faces charges of menacing, failing to maintain insurance, possession of open alcohol beverage container in motor vehicle and failing to have her license in possession.

Keondre M. Ellison, 19, of Estes Lane, was cited on charges of possession of marijuana and violating a city ordinance regarding fireworks.

A 16 year old was cited on charges of possession of a handgun by a minor and violating a city ordinance regarding fireworks. This is the second possession of a handgun charge the juvenile faces in just more than two months. He was also cited on April 29, 2023, for possession of a handgun by a minor and discharging a firearm across a public road, and for violating Paducah city ordinances regarding curfew violation and shooting a firearm within the city limits.

Paducah Police Officer James Whitworth said he was at the intersection of Martin Luther King Jr. Drive and North 16th Street when a white car approached. Paducah police say a passenger was shooting fireworks out the window of the vehicle and fired one toward Whitworth’s cruiser.

Officer Whitworth stopped the vehicle and identified the driver as Phillips. She told police she did not have her driver’slicense with her, and that there was no insurance on the vehicle.

Police say the backseat passenger, a 16-year-old, had fireworks and a lighter in his lap. When the juvenile stepped from the vehicle, Officer Whitworth saw a handgun in his waistband, according to police.

Officer Whitworth smelled marijuana coming from the vehicle, and asked the second passenger, Keondre M. Ellison, to get out. Police found a plastic bag containing marijuana was found in Ellison’s pocket, according to the police department.

An open alcoholic beverage was also found in the console of the vehicle.

Police say Phillips became angry and closed her fist as if she was going to strike a second officer on scene. The officer ordered her to stop and to step away from him. She was arrested and faces charges of menacing, failing to maintain insurance, possession of open alcohol beverage container in motor vehicle and failing to have her license in possession.

Phillips was booked into McCracken County Regional Jail.

Ellison was cited and released.

The juvenile was cited and released to his mother, as directed by a court-designated worker.
