Poplar Bluff City Council appoints new interim city manager

POPLAR BLUFF, Mo. (KBSI) – The Poplar Bluff City Council appointed a new interim city manager.
The council met in a closed session on Thursday, August 22 at 7:30 p.m.
A motion was made by Councilman Billy DePew, seconded by Councilman Mark Massingham and carried unanimously to appoint City Clerk/Treasurer Lori Phelps Interim City Manager effective September 20.
Phelps began her career with the City of Poplar Bluff in March of 2008 as a secretary to the City Manager and City Clerk. She was appointed Deputy City Clerk in May of 2012 and was appointed City Clerk/Treasurer in July of 2022.
Current City Manager Matt Winters submitted his resignation to the city council on Monday, August 5. He began his career with the city of Poplar Bluff in March of 2018 as city planner and was appointed city manager in July of 2020.
Winters accepted the position of city administrator for the city of Jackson, Missouri.
