Thompson, Welker named Missouri Prosecutors of the Year

CAPE GIRARDEAU COUNTY, Mo., (KBSI) — Cole County Prosecuting Attorney Wm. Locke Thompson and Cape Girardeau County Prosecuting Attorney Mark J. Welker have been named the Missouri Association of Prosecuting Attorneys’ (MAPA) 2025 Prosecutors of the Year.

The two were recognized for their prosecutorial skill and their leadership as co-chairs of MAPA’s legislative committee, which this year helped secure revisions to state law that expand protections for children during court proceedings.

“Thompson and Welker exemplify the best of Missouri prosecution,” MAPA Executive Director Darrell Moore said. “Their work reflects an unwavering commitment to victims, fairness in the courtroom, and a strong dedication to upholding the rule of law.”

Thompson, who has served as Cole County prosecutor since 2018, also serves as MAPA’s president-elect and frequently leads training for law enforcement. He said his work is driven by a sense of justice and a commitment to victims.

“I’m grateful for the opportunity to serve my community as a prosecutor,” Thompson said. “Being involved with MAPA adds another layer to that work, allowing me to collaborate with colleagues across the state and advocate for policies that strengthen public safety.”

Welker, Cape Girardeau County’s prosecutor since 2018, serves as MAPA’s secretary, chairs the Cape Girardeau/Bollinger County Major Case Squad, and has been a member of The Missouri Bar Board of Governors since 2022.

“I believe prosecution is not only about holding offenders accountable, but also about protecting the vulnerable, ensuring fairness in the courtroom, and giving victims a voice,” Welker said. “This recognition reflects not just my own work, but the dedication of my colleagues, law enforcement partners, and community members who share the commitment to making Missouri a safer place.”

The awards will be presented Sept. 17-19 during the Annual Meeting of The Missouri Bar and Judicial Conference in Branson.
