Two arrested after Paducah police investigation leads to SWAT response on Cruse Avenue

PADUCAH, Ky., (KBSI) — Two people were arrested Friday afternoon following an investigation in the 700 block of Cruse Avenue, police said.
According to the Paducah Police Department, detectives began investigating the whereabouts of Otis D. McKinney in July 2025 after he failed to appear in court for sentencing on a drug trafficking conviction. Investigators later determined McKinney also had multiple failure-to-appear warrants in McCracken and Marshall counties related to separate cases.
On Dec. 26, 2025, the investigation led detectives to a residence in the 700 block of Cruse Avenue. Officers located Shatoyia L. Cleary at the residence and determined she had an active arrest warrant from McCracken County.
Police said McKinney initially refused to leave the residence. Due to his extensive criminal history, the Paducah Police SWAT team was called to assist. McKinney later surrendered to officers without incident.
Both McKinney and Cleary were arrested on outstanding warrants and lodged in the McCracken County Jail. Cruse Avenue was closed for approximately 90 minutes during the incident.
McKinney, 30, of Paducah, is charged with first-degree trafficking in a controlled substance (cocaine), persistent felony offender, first-degree wanton endangerment, first-degree fleeing or evading police (motor vehicle), fourth-degree assault (minor injury), bail jumping, contempt of court, failure to appear and multiple traffic offenses.
Cleary, 28, of Paducah, is charged with fourth-degree assault with no visible injury.
