NEW YORK (KBSI) — Two men are facing federal charges after authorities say homemade explosive devices were thrown during protests near the residence of New York City Mayor Zohran Mamdani over the weekend.

Federal prosecutors identified the suspects as Emir Balat, 18, and Ibrahim Kayumi, 19, both from Pennsylvania. According to a criminal complaint, the men are charged with providing material support to a terrorist organization, using a weapon of mass destruction, transportation of explosive materials and unlawful possession of destructive devices.

Investigators say two improvised explosive devices were thrown Saturday during clashes between protesters and counterprotesters outside Gracie Mansion, the mayor’s official residence.

New York City Police Commissioner Jessica Tisch said both devices were real explosives that could have caused serious injury or death, but neither detonated.

Authorities said Kayumi allegedly shouted “ISIS” during his arrest, while Balat later told investigators he had pledged allegiance to the extremist group.

Officials say the incident is being investigated as a possible ISIS-inspired terrorist attack. No injuries were reported.
