Western Kentucky employees recognized during KSP civilian awards

LEXINGTON, Ky., (KBSI) — Two western Kentucky employees were among 11 civilian staff members honored Thursday during the Kentucky State Police’s annual Civilian Awards ceremony.

Haley Delph of the Western Forensic Laboratory was named the 2025 Civilian of the Year and received the Forensic Services Support Award.

Delph is a forensic scientist specialist in the laboratory’s Seized Drugs Unit. KSP said she analyzed 1,086 drug submissions during 2025 while maintaining laboratory quality and safety standards.

“I could not do the job that I do without my amazing coworkers and supervisors,” Delph said. “I am grateful to help support the mission of the Kentucky State Police.”

Gary Fraser of KSP Post 1 in Mayfield received the Career Achievement Award.

KSP employs about 800 civilians in roles including forensic analysis, driver testing, emergency communications, information technology and administrative support.

“Our civilian employees are the backbone of this agency,” KSP Commissioner Phillip Burnett Jr. said. “While much of their work happens behind the scenes, their dedication, professionalism and servant hearts strengthen this agency every day.”
