Jamaican citizen extradited to U.S. in $250 million Graves County lottery scam

GRAVES COUNTY, Ky., (KBSI) — A Jamaican citizen accused of taking part in a lottery scam that cost Graves County victims more than $80,000 has been extradited back to the United States, according to the Graves County Sheriff’s Office.
The sheriff’s office identified the woman as 29-year-old Jenel Chrissancia Rowe, who authorities said has lived in Florida and Jamaica.
The investigation began in September 2025 after Graves County residents were allegedly led to believe they had won a $250 million lottery. According to the sheriff’s office, victims were instructed to deposit money into Rowe’s account to pay purported IRS fees.
Investigators identified several suspects in Florida and Jamaica. An arrest warrant identifies Rowe as one of six alleged co-conspirators linked to the scam.
The sheriff’s office said charges of theft by deception and engaging in organized crime are being sought.
U.S. Marshals brought Rowe back to the United States on Thursday, Aug. 20, flying her into Nashville International Airport, where she was turned over to Tennessee authorities.
Rowe will now face extradition proceedings to transfer her to the custody of the Graves County Sheriff’s Office for prosecution in Kentucky.
Three other suspects connected to the alleged scam are being held in area jails awaiting court proceedings.
