Cape Girardeau firefighters’ union files ethics complaint against mayor

CAPE GIRARDEAU, Mo., (KBSI) — The Cape Girardeau Firefighters Local 1084 has filed an ethics complaint with the Cape Girardeau City Council, raising concerns about the accuracy and transparency of public statements made by Mayor Stacy Kinder regarding firefighter labor agreements.

The complaint cites statements made between November 2025 and March 2026.

According to the union, the mayor made repeated public claims about the proposal’s financial impact and asserted that a previous firefighter contract violated the Fair Labor Standards Act and contributed to significant budget overruns.

Local 1084 outlined several concerns in the complaint, including:

Public statements about a contract proposal that has not been reviewed
Claims that a prior agreement violated federal law, which the union disputes
Assertions about budget overruns not clearly supported by available financial data
Statements suggesting ongoing negotiations and concessions despite no meetings occurring since early January 2026, to the union’s knowledge

The union said the current contract proposal has remained largely unchanged since 2025, raising additional questions about the accuracy of public statements regarding its contents.

In a statement, the union said the Fair Labor Standards Act establishes minimum labor standards, not maximum compensation limits, and that compensation above those minimums is common in public safety agreements.

Local 1084 also said staffing shortages — not contract structure — are a primary driver of overtime costs, adding that publicly available financial data does not clearly support claims that the prior agreement alone caused the financial impact described.

The complaint further raises concerns about how negotiations have been characterized publicly.

“To the best of our knowledge, no substantive concessions have been presented to Local 1084, and no negotiation meetings have taken place since early January 2026,” the union said. “Public statements suggesting otherwise create a misleading impression regarding the status of negotiations.”

The union is asking the City Council to initiate a formal review of the mayor’s conduct, refer the matter for investigation if appropriate and address the complaint during a public meeting.

Local 1084 cited the city’s council policy manual, which requires elected officials to act with honesty, be informed on issues and maintain public confidence.

“This is not about politics,” the union said. “This is about accuracy, accountability and maintaining public trust.”

According to the union, Cape Girardeau firefighters have worked more than 1,350 days without a contract.
