Missouri to update victim notification system, requiring user changes

JEFFERSON CITY, Mo., (KBSI) — The Missouri Department of Public Safety will launch an updated version of its Missouri Automated Victim Notification System on May 5.
The system, known as MOVANS, allows registered crime victims and others to receive updates on court events and changes in offender custody status.
Officials said users must update their notification preferences to receive alerts by text or email by May 4 to continue receiving notifications. Phone and VINELink app notifications will no longer be supported.
The department said bringing the system in-house is expected to significantly reduce operational costs, lowering monthly expenses from more than $110,000 to under $15,000. Savings will support victim services, including the Crime Victims’ Compensation Fund.
The Missouri State Highway Patrol’s Division of Criminal Justice Information Services will manage data and information services previously handled by a third-party provider.
Officials said no action is required for users who already receive notifications by text or email.
