Cape Girardeau firefighter testifies before Missouri lawmakers amid contract dispute

CAPE GIRARDEAU, Mo. (KBSI) — A Cape Girardeau firefighter testified before a Missouri House committee last week about ongoing labor negotiations between the city and its firefighters, which have continued without a contract for more than three years.

Ethan Essner, vice president of Cape Girardeau Firefighters Local 1084, spoke to lawmakers in Jefferson City regarding concerns about collective bargaining rights and the need for clearer state guidelines for negotiations between public employers and employee unions.

Essner’s testimony was delivered in support of House Bill 3283, proposed legislation that would establish clearer requirements for good-faith bargaining and define procedures for resolving disputes between public employers and labor organizations.

According to Local 1084, firefighters in Cape Girardeau have been working without a labor contract for more than 1,200 days while negotiations with the city remain unresolved. Union leaders say firefighters have raised concerns about changes affecting wages, benefits and working conditions during the bargaining process.

Essner told lawmakers that the Missouri Constitution guarantees public employees the right to collectively bargain but said the lack of clear procedures in state law can allow negotiations to continue for extended periods without resolution.

House Bill 3283 would establish timelines for negotiations, define standards for good-faith bargaining, restrict unilateral changes to wages and benefits during negotiations, and provide mediation and arbitration options to help resolve disputes.

Union leaders said the discussion in Jefferson City reflects growing attention from state lawmakers on how collective bargaining disputes involving public employees are handled across Missouri.

Local 1084 officials said firefighters remain committed to serving the Cape Girardeau community while continuing efforts to reach a resolution with the city.
