Carbondale updates electricity aggregation program, outlines future rates

CARBONDALE, Ill., (KBSI) — The City of Carbondale, Illinois is updating its participation in the Southern Illinois Aggregation Partnership, a group of 94 communities that purchase electricity supply collectively to secure competitive rates for residents.
City officials said the current aggregation rate through Homefield Energy is $0.11789 per kilowatt-hour, fixed from June 1, 2025, through June 2026. That rate is lower than the summer “price to compare” from Ameren Illinois, which is $0.12547 per kilowatt-hour.
Under the updated program, officials said the base portion of the rate will be locked in through December 2028, with only capacity costs expected to fluctuate over time. Residents will continue to have the option to opt out at any time without penalty.
The city said a new online tool will be introduced to help residents track current rates, and fewer opt-out notices will be mailed moving forward. One final opt-out mailing is expected before the current contract period ends in 2028.
Residents eligible for the program will receive a letter from Homefield Energy with instructions. Those who wish to remain enrolled do not need to take action, while those who want to opt out can follow the instructions provided or call the supplier directly.
Officials noted that residents who have previously opted out may not receive additional notices, and Ameren’s minimum stay requirements could apply if switching back to utility-supplied power. Solar customers may also consider opting out to maintain net metering benefits.
City officials said the aggregation program is designed to provide more stable, long-term pricing for electricity while maintaining flexibility for residents.
