Detectives say Paducah woman stole $3,900 through identity theft

PADUCAH, Ky., (KBSI) — A Paducah woman has been arrested following an identity theft investigation involving a 75-year-old victim, police said.

On May 29, 2025, officers with the Paducah Police Department received a report from the victim, who said Penny L. Baird had taken her credit card and opened several accounts in her name without permission.

Detective Casey Steenbergen, who was assigned to the case, learned the victim had been diagnosed with dementia. A review of bank statements revealed fraudulent transactions totaling about $3,900, police said.

Investigators said the length of the case stemmed from the time required to subpoena and review financial records.

Baird, 60, was arrested Sept. 10 at her home in the 100 block of Minerva Place. She was charged with knowingly abusing or neglecting an adult and booked into the McCracken County Jail.
